As you know US Congress passed the Military Housing Privatization Initiative (MPHI). This legislation allowed privatized family housing. Along with this, the OSD required Service Members living in privatized housing to be responsible for their own utilities. The OSD has implemented a program for those who conserve to be financially rewarded, and for those who do not conserve, be billed for their excess consumption.

There are so many reasons for us to conserve our natural resources and here’s another - any dollars saved through the OSD conservation initiative will remain local. This means more money for construction of new homes and community facilities for Service Members.
